US-Iran Clashes Resume, Ukraine’s Allies Meet in Paris, Burnham to Be Formally Named the UK’s Next Prime Minister, and Warsh Delivers His First Economic Report to Congress

Iran will continue to dominate the geopolitical and economic headlines this week following the collapse of the ceasefire. The trigger for the collapse was Iran’s attack on multiple commercial vessels in the Strait of Hormuz, ostensibly because the ships failed to pay tolls to Iran. Since then, the US has carried out multiple waves of attacks on Iranian military targets. However, President Trump said he would agree to further talks with Iran despite the ceasefire's collapse. But as of this writing, there is no clear path to renewing further talks.
Meanwhile, President Trump is scheduled to meet with Iraqi Prime Minister Ali al-Zaida Tuesday at the White House. This is al-Zaida’s first foreign trip since being elected Prime Minister in May, and may prove helpful in furthering efforts with Iran. The focus of the meeting will be to secure new investment deals – including new oil deals – and finalize efforts to get Iraq to move to disarm Iran-aligned armed groups operating in Iraq.
In Europe, two important events are taking place. First, Andy Burnham will likely become the UK’s latest prime minister, replacing Keir Starmer. Burnham has secured close to 80% of the Labor Party’s support, and barring a last-minute entry in the race to become Prime Minister (the deadline for entry is this week), Burnham will be set to take over during Parliament’s summer recess.
The second important event is a meeting of the “Coalition of the Willing on Ukraine” in Paris. Ukrainian President Zelensky, NATO Secretary General Mark Rutte, and more than 25-plus heads of state will gather. While the meeting is unlikely to produce any big new financial or military commitments, it will be seen further building on momentum reaffirmed at the recent G7 summit in Évian, France and the NATO summit in Ankara, Turkey where allies committed €70 billion in military aid to Kyiv for 2026 (and President Trump granted Ukraine permission to build Patriot missiles – a significant new show of support from the US). Macron has said he’ll use the gathering to unveil new defense initiatives and joint military exercises, with the agenda also covering Russia’s shadow fleet, new military capabilities for Ukraine, and deeper operational cooperation among Kyiv’s backers.
Looking at the global financial and economic radar screen, inflation will be the focus of policymakers and markets this week.
The big event for markets will be Federal Reserve Board Chair Kevin Warsh’s testimony before Congress this week, presenting the Fed’s semiannual monetary report. Warsh is sure to be peppered with questions about inflation by nervous members of Congress facing tough elections in November.
In addition, there are no officially confirmed reports that European Central Bank President Christine Lagarde will be in Washington Monday and Tuesday to meet with Warsh (Monday) and Treasury Secretary Scott Bessent (Tuesday). It has been suggested that the meetings will focus on closer policy coordination on inflation as the Iran War drags on.
In the US this week, we will see the June CPI report on Tuesday, just before Warsh’s testimony to the House Financial Services Committee. Then the June PPI will be released on Wednesday, just before Warsh’s testimony before the Senate Banking Committee. The final inflation report of the week will be the University of Michigan’s preliminary survey on Friday. Other major reports out this week will be the Fed’s Beige Book on Wednesday, retail sales on Thursday, and industrial production on Friday.
Also, this coming week kicks off earnings season, with five of the largest US investment banks – JPMorgan, Goldman Sachs, Morgan Stanley, Bank of America, and Citigroup – all reporting.
In Canada, the Reserve Bank of Canada meets on Wednesday to set interest rates, with markets expecting a hold. Also on Wednesday, we will see MLS home sales figures and trade figures. And on Thursday, new housing starts are reported.
In Asia, the Bank of Korea decides on rates on Thursday. China releases its Q2 GDP figures and retail sales on Wednesday. And in Japan, we will see industrial production numbers on Tuesday.
And in Europe, the European Central Bank enters its quiet period ahead of its next rates meeting in two weeks. The Eurozone industrial production numbers are out on Wednesday, and Friday brings the Eurozone’s June CPI.

· Iraqi Prime Minister Ali al-Zaidi travels to Washington, D.C. for meetings with President Trump. This first international trip since taking office in May. Among the issues the two leaders will discuss is a fund where Iraq deposits 500,000 barrels of oil/day in exchange for boosted electricity supply, negotiations with Chevron on the West Qurna-2 and Nasiriyah oil fields, and resumed operations for HKN, Western Zagros, and Hunt with security guarantees. But this is a delicate meeting for al-Zaidi as he seeks to deepen the US economic/security partnership while preserving Iraq’s relationship with Iran.

The contours of a genuine economic endgame are coming into view for Russia. The economy has not collapsed, but the structural foundations have eroded fast. Economic growth has come to a standstill, and fiscal buffers are largely exhausted. Higher oil prices as a result of the war in the gulf will likely only bring temporary fiscal effects, as Ukrainian “drone sanctions” have been effective in reducing export volumes. Russia’s current macro stance is not sustainable. High interest rates are stifling the economy, while loose fiscal policy and quasi-fiscal operations are propping up the defense sector. The Q1 2026 budget deficit exceeded the full-year target in just three months. The choice now is between fiscal consolidation or monetary accommodation resulting in even higher inflation. Going forward, export revenues from the sale of raw materials remain the decisive variable for the economic outlook: With fiscal buffers spent, Russia’s war capacity is more than ever directly coupled to hydrocarbon export income.
Putin’s economy is running on fumes after Ukrainian attacks Politico EU
For four years, Russian President Vladimir Putin has largely managed to shield the population from the economic consequences of his war in Ukraine. No more. The Ukrainian missile and drone strikes on key energy infrastructure in recent weeks has turned the war from a relatively minor irritant that most Russians could ignore into an immediate and increasingly acute fuel crisis. Two-thirds of Russia’s 83 regions are now reporting problems with fuel supply, an immediate inconvenience to millions and an equally immediate threat to the viability of many businesses. As far as hard numbers go, the scale of the damage is being disguised, with Russia adding domestic fuel prices to the list of economic data that it no longer publishes. Plenty of Russians, however, are finding out for themselves just how bad things are. Social media are exploding with footage of drivers attacking each other over gasoline at filling stations, or even rampaging in trucks through queues of cars waiting to fill up. It’s gotten to the stage where the nation that the late Sen. John McCain derided as “a gas station masquerading as a country” isn’t even a gas station any more: Reuters reported on Wednesday that India — the biggest foreign buyer of Russian crude oil — will now export some of what it refines back to its country of origin.
Russia’s Losing Hand in the South Caucasus Center for European Analysis
Russia sought to influence Armenia’s recent parliamentary elections and derail the re-election of Prime Minister Nikol Pashinyan’s re-election – and failed. Russian President Vladimir Putin has sought to reassert influence over the South Caucasus nations of Armenia and Azerbaijan but has increasingly been stymied. The Armenian election and the defeat of pro-Putin candidates pushed the Kremlin to work harder to rekindle its relationship with Azerbaijan as it seeks to reassert itself in the region. But Russia has also been increasingly frustrated by both Azerbaijan’s and Armenia’s ties with President Donald Trump’s administration, particularly over critically important transport infrastructure. And now, Russia is facing a significant loss of influence in its “near abroad.”

National security expert James Jay Carafano argues that although the fighting grinds on, the war in Ukraine is strategically over — and Putin has lost. Russia has passed its culminating point, he writes, leaving three realities Moscow cannot change: an independent, well-armed Ukraine, an intact NATO, and a homeland now permanently vulnerable to deep strikes.
The Iran War and How It is Changing the Middle East
Syria deal gives Trump potential route to bypass Hormuz The Telegraph
Last Thursday, on the sidelines of the NATO Summit in Turkey, President Trump met with Syrian President Ahmed al-Sharaa. The meeting came as the US announced it would remove Syria from the list of sanctioned state sponsors of terrorism – on top of lifting sanctions last year. And in return, al-Sharaa gave President Trump – and Gulf States – a potential solution to loosening Tehran’s chokehold on shipping oil and gas via the Strait of Hormuz. Syria’s strategic location – with a large stretch of Mediterranean coastline and a land mass connected to oil-rich Middle Eastern nations – makes it easy to connect to global trade. Options include trucking or moving energy supplies through dedicated pipelines to coastal ports where goods can be loaded on to commercial vessels bound for Europe and further afield. Using this route would allow countries to bypass maritime trade through the Strait of Hormuz, reducing the leverage that Iran holds by attacking commercial vessels in transit. Pipeline projects are already under consideration, and could link major energy producers in the Gulf, including Saudi Arabia and Qatar, directly to Syria’s ports in Baniyas and Latakia.
Iran is Losing Iraq Kamaran Palani/Foreign Affairs
Whenever the Iran war comes to an end, the Islamic Republic is likely to emerge in a stronger position. But at least in one area, the war has left Iran notably weaker: Iraq. Ever since the toppling of the Iraqi dictator Saddam Hussein in 2003, Iran has been able to exercise a great deal of influence over its western neighbor. It has embedded itself within Iraq’s Shiite political establishment, mediating between rival factions, shaping successive governments, and using Iraq to gain hard cash through smuggling and currency exchange networks. Iran supported many of the Iraqi paramilitary groups that helped defeat the Islamic State, also known as ISIS, in 2017. Iraqis still grew to resent Iran’s overweening influence in their country, not least because of the involvement of Iranian-backed militias in a brutal crackdown on anticorruption protesters in 2019 and 2020.Now, the tumult of recent months has further tilted Iraqis against Iran’s desire to make their country a staging ground of resistance to the United States and Israel. Leaders of political parties and militia groups that once hewed close to Tehran are pulling away.
Going Over the Brink: How Hizballah’s Risk Strategy Made Lebanon Impossible to Ignore Kelly Grieco, George Saade, and Hunter Slingbaum, War on the Rocks
When the United States and Iran announced their framework agreement on June 15, attention focused on the direct U.S.-Iran dimensions of the deal, including the reopening of the Strait of Hormuz, the lifting of the U.S. naval blockade, and the fate of Iran’s nuclear program. But the agreement also included a commitment to the “immediate and permanent termination of military operations on all fronts, including Lebanon.” Washington had spent months treating Lebanon as a separate issue in negotiations, even as the Israel-Hizballah conflict remained active under a nominal ceasefire in place since April 16. That Lebanon ended up inside the agreement was not an accident. Newly compiled data on 1,155 Hizballah attacks between April 15 and June 14 — 540 drone strikes and 615 rocket, missile, and artillery incidents – and this points to the reason Lebanon was included: Iran via Hezbollah ran a deliberate, calibrated pressure campaign designed to keep the southern front permanently on the edge of escalation to a wider war. By raising the costs of continued fighting and increasing the risk of a broader regional crisis, Hizballah gave Tehran leverage to insist that negotiations could not proceed while Israel’s offensive in Lebanon continued. That linkage, in turn, forced Washington to lean on Israel to de-escalate and ultimately accept Lebanon’s inclusion in the final agreement. But that agreement did not resolve Lebanon. Worse, it institutionalized the conflict as a source of Iranian leverage, giving Tehran another means of extracting concessions from Washington. The United States is now trapped managing a conflict it cannot leave without jeopardizing the broader deal it seeks to conclude.
Geoeconomics, Statistics, and Pennies
·US Monetary Spillovers, Foreign Exchange, and Gold Reserves at Times of Geopolitical Fragmentation Joshua Aizenman, Jamel Saadaoui, Gazi Salah Uddin and Naoki Yago National Bureau of Economic Research
This paper shows that US monetary policy surprises exert significant spillover effects on exchange rate through dollar liquidity and capital flow channels. Using high-frequency exchange rate data and detailed currency composition of reserves for 18 countries, we show that estimated reserve-buffer effects depend on their composition. Dollar-denominated reserves substantially mitigate depreciation pressures, while non-dollar reserves have smaller estimated effects. Gold reserves are also associated with smaller exchange-rate responses, though less strongly than liquid FX holdings due to differences in immediacy and usability. Our results highlight an empirical complementarity between reserve holdings and access to international liquidity facilities such as central bank swap and repo lines. These arrangements are associated with a smaller role for reserve depletion during periods of dollar funding stress. Aggregate reserve size alone does not capture all dimensions associated with external resilience; currency composition and access to dollar liquidity facilities are empirically relevant for exchange-rate responses to US monetary shocks. These findings are consistent with recent large-scale purchases and sales of gold reserves by emerging economies amid sanctions-related restrictions and geopolitical concerns about access to dollar liquidity.
When Trust in Official Statistics Declines Michael Strain, VoxEU/CEPR
Trust in official economic statistics has become an increasingly salient policy issue, including in the US, where the Commissioner of the Bureau of Labor Statistics was dismissed in August 2025 amid allegations that agency data had been manipulated. This column shows that the events produced a sharp increase in economic policy uncertainty, with existing estimates linking uncertainty to macroeconomic outcomes, implying that the resulting loss of confidence may have reduced US GDP by roughly $20 billion. While some economic activity postponed during periods of uncertainty may eventually occur later, there are reasons to believe that at least part of the effect could be lasting.
·The Memo That Killed the Penny Bloomberg
Previously undisclosed documents obtained by Bloomberg’s FOIA Files reveal how the Trump administration found a way to halt penny production and why officials considered the decision “critical. It was actually Elon Musk’s Department of Government Efficiency (now defunct) that called attention to the skyrocketing costs of producing the penny — a day after Trump was sworn into office. It wasn’t the first time the practicality of the lowly coin was debated. A half-century ago, Treasury Secretary William Simon wrote in a memorandum to President Gerald Ford: “Concerning the one-cent coin, we are rapidly approaching the decision point for continuance or elimination.” In 2013, President Barack Obama seemed to be open to the idea of discontinuing the minting of pennies. Simon and Obama both cited the increased costs to taxpayers to produce the coins and the fact that people were using them with less frequency. They also noted that discontinuing the production of the penny would require an act of Congress, whose coinage power is spelled out in the Constitution.
AI, Immigration, and Collapsing Labor Force Participation Applied Complexity
Overall Labor Force Participation (LFP) is at a 50-year low. As fewer adults work or seek work, a larger fraction of voters experience the economy mostly as consumers, retirees, or rentiers, not as workers. That changes political incentives around wages, immigration, AI, taxation, and redistribution. The economy becomes increasingly dependent on a shrinking core. A shrinking group of workers generates the income, taxes, and innovation that support a growing number of non-workers. The economy becomes more fragile because labor shocks are concentrated among fewer participants. Capital must increasingly substitute for labor. Labor scarcity raises the return on automation, AI, robotics, and software. The AI bet becomes as much about compensating for workers’ absence as simple replacement. Growth increasingly depends on productivity, not participation. Any [productivity] miss will be much more consequential than in the past, given that labor no longer picks up the slack.
The Global Week Ahead
July 5 - 12, 2026
Turkey Hosts the NATO Summit, Iran Buries the Ayatollah as Talks Sputter Along, Trump Calls Putin To Spark New Ukraine War Peace Talks, and a Quiet Economic Data Week as Central Banks Reprice Inflation
The dominant geopolitical event this week will be the NATO Summit in Ankara, Turkey. US Secretary of State Marco Rubio last month stated the meeting “is probably one of the most important in NATO’s history.” A key focus of the meeting is how NATO members intend to meet the 5% of GDP defense spending target by 2035. Each country is expected to table a concrete national plan, while several countries are expected to hit the 5% goal well before 2035; others are struggling to find a way.
NATO Secretary General Mark Rutte has explicitly promised “tens of billions of dollars” in new defense contracts will be announced at the Summit, alongside a Transatlantic NATO Industrial Capacity Expansion Pledge and Defense Production Action Plan targeting shortfalls in ammunition, air/missile defense, and long-range weapons.
Running concurrently with the Summit will be the NATO Summit Defense Industry Forum, which will stress an “industrial revolution” taking place in the defense industry, focused on drone warfare, critical raw materials (and the building of a NATO supply-chain framework in parallel with US and other allied commercial critical mineral security efforts.
But the real subtext of the Summit will be the tensions and fractures that emerged in the alliance when President Trump launched the Iran War. Whether leaders can paper over internal splits will be the summit’s critical challenge. Recall that at the beginning of the war, France criticized the US decision to strike Iran and pain refused US basing for the operations. President Trump criticized other NATO members for not “doing their fair share” in helping in the war. All of this comes in the wake of reports this past week that Secretary of Defense Pete Hegseth presented a plan to substantially reduce US military forces in Europe (but was blocked and forced to conduct a force posture review over the coming six months instead).
The Ukraine War and efforts to get peace talks back on track will also be on the agenda. President Trump called Russian President Vladimir Putin on July 4th, during which they spoke for 90 minutes. Trump then called Ukrainian President Volodymyr to discuss ways to get the peace talks back on track. Trump is now expected to meet with Zelensky on the sidelines of the NATO Summit. However, there are reports that the US is now pressing Ukraine to cede the Donbas to Russia as an incentive to secure a peace deal.
Meanwhile, the US-Iran peace talks have been paused as Iran continues carrying out its six-day funeral procession for slain Ayatollah Ali Khamenei (which concludes July 9th). The event is seen by the Iranian government as a means to rally national unity and sympathy abroad. This coming week, his body will be transported to Iraq, where it will pass through Shia holy sites before returning to Iran for burial on Thursday. Representatives from more than 100 countries have traveled to Iran to participate in the ceremony.
Also this week, Indian Prime Minister Narendra Modi will travel to Indonesia, New Zealand, and Australia for bilateral meetings covering mutual security, trade, and investment. While in New Zealand, Modi is expected to discuss advancing a free trade agreement. India and Australia concluded a free trade deal in February.
Modi’s trip comes as China’s Foreign Minister, Wang Yi, travels to Denmark, Sweden, Finland, and Norway to improve trade and investment opportunities. China works closely with Denmark on shipbuilding and is now seeking a deal with Finland on shipbuilding, green energy, and infrastructure.
Looking at the global economic and financial radar, it will be a light week for major economic reports. Markets are awaiting minutes from the Federal Reserve and the European Central Bank from their respective June meetings.
In the US, the June ISM services index is out on Monday. IN Europe, the Bank of England publishes its financial stability report on Tuesday. Germany’s factory orders report is out Monday, industrial production on Tuesday, and trade balance on Thursday.
In Asia, China’s June inflation figures – both CPI and PPI – are out on Thursday. And in Japan, the Economy Watchers Survey is out on Wednesday, and the PPI on Friday.

· The 2026 NATO Summit begins in Ankara, Turkey and runs through Wednesday. U.S. Secretary of State Marco Rubio has called “probably one of the most important” in the organization’s history. Apart from its 32 members, Ukraine will attend along with four of NATO’s Indo-Pacific partner states -- Japan, South Korea, Australia and New Zealand as well as Middle East partners Bahrain, Kuwait, Qatar and the United Arab Emirates.
· Running alongside the NATO Summit will be the NATO-sponsored Defense industry Forum. The Forum is the premier high-level event on transatlantic defence production, investment and innovation. The Forum brings together senior NATO, Allied and partner officials, industry leaders, and the communities responsible for driving forward industry and innovation to discuss its most pressing issues. The Global Week Ahead
The US and Iran Negotiations Suspended as Fighting Resumes, Japan’s Prime Minister Goes to India, the First Tri-Lateral USMC Negotiations Begin, and Central Bankers Gather in Portugal

The Iran War appears to be back on as US and Iranian military action escalated in the last two days following Iran’s attack on a tanker in the Strait of Hormuz. US Forces conducted strikes against Iranian missile, drone, and radar facilities following an Iranian attack on a ship in the Strait of Hormuz, shattering the Memorandum of Understanding signed on June 18th.
Iran’s Revolutionary Guard Corps (IRGC) responded to the US attack with ballistic missile and drone attacks targeting Ali Al Salem Air Base in Kuwait and the US Fifth Fleet headquarters in Bahrain. The IRGC has now threatened to halt “all ongoing diplomatic processes,” hardening Tehran’s posture and likely seeking to recalibrate its negotiating leverage. Technical negotiations were expected to begin this week in Luzerne, Switzerland, after last week’s signing of a memorandum of understanding, but appear to have been canceled.
Additionally, Iranian Foreign Minister Abbas Araghchi said Iran will exercise sole management and oversight of the Strait of Hormuz for the next 30 days before allowing full traffic to resume. What happens next is anyone’s guess, as Oman and Qatar are trying to de-escalate the fighting and get the negotiations back on track. We see Iran’s strike on the ship as strangely self-defeating, as Iran was beginning to benefit from the US lifting sanctions on Iran’s selling and shipping oil.
All this comes as Israel and Lebanon implement a new framework agreement (along with the US) establishing the Military Coordination Group for Lebanon (MCG4L). The framework requires the Israeli Defense Forces to make a partial pullback from “pilot zones” in Lebanon - sequenced Israeli withdrawals linked to the Lebanese Army deploying in their place, along with Hezbollah disarming.
However, Hezbollah has rejected the deal as “null and void. They have already begun blocking streets in southern Beirut with burning tires. We are watching to see if the Israeli pilot zone withdrawals trigger Hezbollah military responses and attacks on Israeli forces and Israel itself. Additionally, there is concern over whether the Lebanese Army deployment will proceed on schedule.
Meanwhile, Japanese Prime Minister Sanae Takaichi is making an important trip to India this week to meet with Indian Prime Minister Narendra Modi for the 16th annual leaders’ summit. Takaichi is seeking to build stronger cooperation between the two countries on a host of economic security issues, including critical mineral and energy supplies. Perhaps more importantly, Takaichi is seeking to strengthen defense cooperation between the two nations to deter potential Chinese threats to key shipping straits critical to both India and Japan.
Closer to home, the US, Mexico, and Canada will meet virtually on July 1st for the first time to conduct a trilateral meeting on the USMCA. Without an agreement, the USMCA would go into annual reviews. This is the first mandatory joint review under USMCA’s sunset/review provision—a mechanism without precedent in prior U.S. trade agreements. A successful joint review is critical in order to shore up confidence in the agreement and the broader trilateral economic relationship. will use the session to establish working groups and timelines for deeper negotiations through the end of 2026.
Looking at the global economic and financial radar screen this week, markets will be listening carefully to the European Central Bank’s Forum on Central Banking 2026 in Sintra, Portugal. This will be Federal Reserve Board Chair Kevin Warsh’s first public event internationally and second overall public appearance.
In the US, labor market data will be the main focus of markets this week. The May JOLTS report is out Tuesday, the June ADP on Wednesday, and the US federal jobs report on Thursday. Also out this week is the Conference Board’s consumer confidence index and the ISM manufacturing index.
In Asia this week, China reports June PMIs on Tuesday and Japan releases May retail sales on Monday and industrial production on Tuesday.
And in Europe this week, the Eurozone’s CPI flash estimate is out on Tuesday (the headline indicator most watched by the ECB for monetary policy decisions), and the June manufacturing PMIs are out on Wednesday. Germany, France, and Italy release CPI data on Tuesday. The UK publishes its bank liabilities and credit conditions surveys on Thursday.

The new Israel-Lebanon Framework Deal which was signed on June 26th goes into effect. The deal is aimed at paving the way for an eventual peace deal between the two long-time Middle East adversaries. The agreement includes a pilot effort in which Lebanese soldiers take control of some small areas currently held by Israeli troops, as well as a process aimed at disarming the Hezbollah terror group. However, Hezbollah rejected the ceasefire deal, saying it calls for the withdrawal of Israeli forces from south Lebanon as a precondition. The implementation of the framework is beginning this week with initial IDF withdrawals from pilot zones north and south of the Litani River.

· The United Nations 4th Counter-Terrorism Week takes place in New York through July 2nd. ministers and heads of national counter-terrorism agencies, as well as regional organizations, United Nations Global Counter-Terrorism Coordination Compact entities, civil society organizations, victims of terrorism, women- and youth-led organizations, academia and the private sector.
· In Bangkok, Thailand, the 7th Global Conference on Climate and SDG Synergies will take place from 29-30 June. · The 2026 Mercosur Presidential Summit and associated meetings of the Common Market Council will be held in Asunción, Paraguay through July 30th. The summit focuses on advancing the bloc’s external trade agenda and follows the historic signing of the sweeping EU-Mercosur Partnership Agreement in January. The main focus will be on the internal distribution of export quotas from the historic EU-Mercosur trade agreement. According to recent statements from Uruguay’s Foreign Minister Mario Lubetkin, quota distribution among member states will dominate much of the debate. The EU trade deal entered provisional force on May 1, 2026, after more than 25 years of negotiations, with tariff reductions covering 95% of Mercosur products and 91% of EU products.

· The Japanese Diet will begin considering legislation that would create a second capital. The legislation was introduced by Japan’s ruling LDP and Japan Innovation Party. The aim is to have a capital that would back up Tokyo’s core functions during disasters or emergencies and decentralize power. The departure tax, applied to both Japanese and foreign nationals, will also be raised from 1,000 yen to 3,000 yen.

His body will lie in state at the Iman Khomeini Prayer Hall at the Grand Mosalla in Tehran through July 5th. On July 6th, there will be a public funeral procession through the streets of Tehran. Then his body will be transferred to the holy city of Qom on July 7th. On July 8th, there will be a transnational symbolic procession in the Iraqi holy cities of Najaf and Karbala. His body will then be transferred on July 9th back to Iran for burial at the Iman Reza Shrine in Mashad.

The United States-Mexico-Canada (USMCA) trade agreement, negotiated in the last year of President Donald Trump’s first term in 2020, called for the parties to decide whether to renew its terms by July 1. That deadline will no doubt be missed. Fitful negotiations started earlier this year, indicating fierce disagreements over many issues. Outright termination of the USMCA in the course of the current 6-year review is highly unlikely. But the risk is not zero for the simple reason that Trump is making heavy demands on Canada and Mexico while offering no concessions on US trade barriers. The purpose of this blog post is to highlight the risk that the third termination scenario poses to the most exposed US states and product categories. If termination looms on the political horizon in the course of the 6-year review, these states and producers (along with others) can be expected to voice strong opposition.
Cuba’s Crisis: Four Near-Term Scenarios Americas Quarterly
Senior Trump Administration officials have increasingly framed developments on the island as a direct threat to U.S. national security. Secretary of State Marco Rubio has cited Cuba’s humanitarian crisis, foreign intelligence facilities, alleged ties to terrorist organizations, and growing drone capabilities as threats to the U.S. homeland. Whether Washington is pursuing a defined objective or deliberately preserving strategic flexibility remains unclear. What is evident is that the administration is expanding its options. Four scenarios seem increasingly likely: 1) Humanitarian intervention, 2) Limited coercive action, 3) Internal regime fracture, or 4) Negotiated concessions.

The U.S. has long employed coercion to produce political change in Cuba, but little compares to its present campaign. With Cubans suffering tremendous hardship, the standoff cannot continue indefinitely. Havana’s best bet is to pursue meaningful reform while impressing the dangers of intervention upon Washington.
Latin America’s Slow But Steady Pivot Toward Africa Americas Quarterly
Africa feels distant from a Latin American and Caribbean perspective. Media coverage is sporadic, diplomatic channels are frail, and transportation connectivity is almost non-existent. Africa, however, is steadily increasing its presence and political clout, a trend that demands our attention. Together, the regions have more than two billion people, more than a third of the world’s freshwater resources, and the rainforests on Earth. They also hold significant reserves of the critical minerals on which the global energy transition depends. Latin America and the Caribbean’s exports to Africa have increased by more than 60% in the last decade. The main types of exports are agricultural products and consumer goods, economic areas that hold significant growth potential for the region. The Development Bank of Latin America and the Caribbean, CAF, has highlighted the region’s role in providing agricultural products to Africa, a net food importer whose population is forecasted to grow to 2.5 billion by 2050. CAF recently co-published its first joint report with the African Union, which reads like a business plan for a relationship that has waited too long to be taken seriously.

In little more than a year, seven Latin American countries have held presidential elections—and right-wingers have won them all. Never has the regional pendulum swung so fast. Barring Brazil and Mexico, nearly every sizeable Latin country now has a leader who either courts Donald Trump or sounds like him. The latest is Abelardo de la Espriella, who was formally declared president-elect of Colombia on June 24th after a tight race. He calls himself El Tigre and promises to “hunt down” gangsters “in their burrows”. This Trumpian “Orange Wave” has risen because voters are sick of gangs and illegal migrants. Centrists and leftists have failed to calm their fears. Populists on the right offer tough-sounding solutions. If Mr. Trump can mass-deport migrants, they reason, why can’t we? If he can blow up drug boats, why shouldn’t we be ruthless? Such messages have proved popular. In economic matters warm ties with the White House are clearly helpful. The region relies on trade with the United States. Chums may be spared the stiffest tariffs, and sometimes receive direct help. Argentina’s painful but necessary economic reforms might have failed, had they not been led by a pro-Trump president, Javier Milei. The US Treasury extended him a $20bn credit line to avert a currency crisis.

How European NATO allies are stepping up, by the numbers The Atlantic Council
This year’s NATO Summit takes place at a critical time for the Alliance. Political churn across the Atlantic is high, magnified by the recent US conflict with Iran, a country that shares a border with summit-host Turkey, and by US President Donald Trump’s frustrations that European allies did not do enough to back the US campaign in the region. This is the latest flashpoint in a broader pattern of transatlantic friction that includes territorial provocations over Greenland and public spats with European leaders such as German Chancellor Friedrich Merz. All of it threatens to overshadow a gathering that should, by the numbers, be a moment to show genuine progress. With no marquee deliverable like last year’s 5 percent defense spending target for the Alliance to boast, NATO leadership will point to progress from European allies on three key issues: defense spending, defense industrial production, and aid to Ukraine. Expect the message from NATO Secretary General Mark Rutte to be that European allies are stepping up in meaningful ways. By almost every quantitative measure, Europe is doing more now than ever before.
The Only Way to Save Europe Foreign Affairs Magazine
The European Union today faces a set of external challenges that threaten its very existence. In December 2025, Pentagon officials told European diplomats that the continent must assume leadership of NATO by 2027, suggesting that the transatlantic alliance may be coming to an end. Meanwhile, Washington’s decision to go to war with Iran, made without serious consultation with its European allies, has produced a global energy crisis and raised further doubts about U.S. reliability. Europeans have only one option for responding effectively to these dual threats: they must complete the project of European integration. The way forward is to connect the reform proposals of Mario Draghi, the former Italian prime minister and former president of the European Central Bank, with German leadership. Draghi argues for accelerating integration by crafting a common EU policy on artificial intelligence, defense, and energy. Germany is the only country with the political strength to push the bloc in such a direction, and its leaders understand the urgency of the moment: at the World Economic Forum in Davos in January, German Chancellor Friedrich Merz acknowledged the unraveling of the international order and highlighted the importance of increasing EU unity and competitiveness in response.

AI, Quantum Computing, Housing, and Oil Price Shock
The State of the AI Economy Exponential View
Over the past 12 months, the AI ecosystem generated $110 billion in revenue when you remove double-counting. Annualising the most recent month’s revenues indicates a $175 billion revenue run rate. AI revenues cover the capital investment that’s required to build the infrastructure. Our model separates AI-oriented CapEx from ordinary CapEx across the major hyperscalers and neoclouds, the specialist AI cloud providers. This adjustment is important because hyperscalers were already spending around $120 billion annually on CapEx before ChatGPT. We capture the additional investment in AI infrastructure, then depreciate compute assets over 6 years and other infrastructure over 14 years. Our modelling shows that revenues attributable to hyperscalers just about clear the depreciation expense. Six years is defensible. That longer useful life reflects that, one, demand still exceeds available AI compute, and two, operators are getting better at managing GPU fleets. Both help. The second alone is enough to justify a longer economic life.

Because quantum computing has the potential to crack the encryption most broadly used by governments and individuals alike, the threat that it poses to national security is difficult to overstate. The cryptography that secures much of the Internet today relies on the difficulty that conventional computers have solving certain math problems, such as factoring very large numbers. Quantum computers, however, are expected to perform some of these computations far more efficiently, enabling attackers to break the codes and seize sensitive data.
Congress Passed a Major Housing Bill. It Won’t Help You Buy a Home. Arthur Gailes & Edward Pinto, Barron’s
Many in Washington are hailing the 21st Century ROAD to Housing Act, passed by Congress this week, as the most important federal housing bill in years. The bipartisan bill targets the country’s housing affordability crisis by capping institutional investors’ ownership of single-family homes and removing obstacles to home building. It eliminates an expensive requirement to build manufactured housing on permanent steel frames, streamlines environmental reviews, and incentivizes cities to provide preapproved home designs, which will simplify things for governments, regulators, and builders. Beyond that, it likely won’t change the homeownership equation for Americans. Congress can’t unfreeze the market by lowering mortgage rates, which have been stuck above 6% since 2022, nor can it meaningfully shrink the six-million-unit housing shortage through the Act’s supply measures. Even if the president decides to sign it into law—a big “if” since he backed out of a signing ceremony on Wednesday—real progress on housing affordability will have to be made at the state level.
U.S. economy less vulnerable to geopolitical oil price shocks than in the past Federal Reserve Bank of Dallas
The 2026 Iran war has raised the question of how exposed the U.S. economy is to geopolitical oil supply disruptions. It is widely believed that the U.S. economy has become less vulnerable to such disruptions, as it has reduced its dependence on oil and changed from a major net oil importer to a net oil exporter. Recent Federal Reserve Bank of Dallas research shows that the response of U.S. real (inflation-adjusted) GDP growth to this shock is only one-twentieth of what it would have been in 1980. Moreover, the response of U.S. real GDP growth today is only one-sixth of the decline in the rest of the world.
Supply chain uncertainty, energy prices, and inflation European Central Bank Working Paper
Abstract: Using U.S. and Euro area data, we document that (i) the pass-through of energy prices to inflation is state-dependent - stronger when supply chain uncertainty is elevated – and (ii) in such states, energy prices become more informative about logistical conditions. We develop a model in which firms combine energy and a specialized input transported through a capacity-constrained transportation network. When congestion binds, energy remains available in local markets at a premium, whereas the specialized input is subject to delivery delays. Because energy prices reflect both raw energy shocks and transportation conditions, firms treat them as noisy signals of supply disruptions and update beliefs through Bayesian learning. This signal-extraction channel increases perceived marginal costs, generating an uncertainty wedge that amplifies and propagates energy shocks. Within a general-equilibrium New Keynesian model, the mechanism raises the impact elasticity and the persistence of inflation in response to transitory energy shocks. This challenges the conventional monetary policy prescription to “look through” supply disturbances.
The Global Week Ahead

The G7 Summit and a Possible Iran Peace Deal Will Dominate the Week, UK Prime Minister Starmer Faces the Possible End as Prime Minister, and the U.S., UK, Japan, and Australian Central Banks Meet on Interest Rates
It appears a peace deal between the U.S. and Iran is imminent. Both President Trump and various Iranian leaders have indicated they are closer than ever to striking a deal, or at least to a substantially more robust, longer-term cease-fire. President Trump has told reporters he expects the deal to be signed “in the next few hours.” However, it appears another flare-up between Israeli forces and Hezbollah may delay or even derail the deal. We will have more on the deal if and when it is signed.
This all comes as the G7 Leaders’ Summit begins on Monday and runs through Wednesday in Evian, France. Both the Iran situation and the Ukraine War will dominate leaders' discussions. Ukrainian President Volodymyr Zelensky will join for part of the meetings. The UK, France, and Germany have formulated a five-point peace framework they want President Trump to endorse, which would create a quadripartite negotiation format– Russia, Ukraine, the U.S., and the EU at the table working toward a deal. President Trump has not indicated whether he will support the plan.
The talks come as Russia finds itself increasingly stressed domestically in the face of Ukraine’s surging military on the front lines and via long-range drone strikes. Ukrainian drone strikes have forced nearly all major oil refineries in central Russia to either suspend operations or reduce fuel production. Russia imposed a temporary ban on gasoline exports from April 1st through the end of July.
Moscow has also prohibited jet fuel exports through November 30. Russian oil refining volumes have fallen at least 10% over several months in 2026, with diesel production down roughly 10% in May alone.
Additionally, G7 leaders are expected to discuss the U.S.’s 15% universal tariffs, which expire on July 24th, and what comes next. There is hope that there will be sideline discussions between President Trump and leaders from Japan and South Korea to advance efforts to hammer out final trade deals (President Lee Jae-myung is an invited guest – South Korea is not a member of the G7).
However, this depends on whether President Trump shows up to the summit: There is a risk that he will cancel his attendance to focus on finalizing the Iran trade deal.
Also, this week, amid the G7 meeting, the EU Parliament is expected to approve the EU-U.S. Trade Agreement. It has been a bumpy path to a final deal, with the EU Parliament suspending work on it after President Trump raised Greenland as a bargaining chip.
The UK is facing an extraordinary leadership challenge this week. The Mayor of Manchester, Andy Burnham, is running in a by-election this week for a seat in parliament. If elected – and Burnham, a widely popular member of the Labour Party – is widely expected to win – he will immediately challenge Prime Minister Keir Starmer for the leadership of the Labor Party. Burnham’s challenge is likely to ignite weeks of campaigning and likely other challengers to Starmer joining in, all of which suggest Starmer’s tenure as Prime Minister is coming to an end.
Looking at the global financial and economic radar screen this week, central bank interest rate action is the key theme for markets. The Federal Reserve, the Bank of England, and the Reserve Bank of Australia are all meeting.
In the U.S., Kevin Warsh will be chairing his first Open Market Meeting as Fed Chair. How the committee – and Warsh – see growing inflation risk will be paramount. It is likely the Fed will hold interest rates. Also in the U.S., this week is a shortened week with the Juneteenth holiday on Friday. There are several important economic reports out this week, including May retail sales on Wednesday and several housing indicators.
In Europe, the Bank of England meets on Thursday and is likely to hold rates steady. This comes after the UK’s May CPI is released on Wednesday, labor market data on Thursday, and retail sales on Friday. Germany’s June ZEW Survey is out Tuesday, and PPI is out on Friday.
In Asia, the Bank of Japan meets on interest rates on Tuesday. The BoJ is expected to raise rates 25 basis points to 1%, the highest level it has been at in 31 years. Markets will also get the May CPI on Friday. China publishes industrial production numbers and April’s retail sales figures on Tuesday. And the Reserve Bank of Australia meets on Tuesday and is expected to hold rates steady.

· The 52nd G7 Summit begins in Evian, France and runs through June 17th. Leaders are expected to discuss a number of issues ranging from overall geopolitical challenges, the situation in Ukraine and the Middle east, the state of international partnerships, and the future of AI. Our view is the summit is best understood not as a policy-making event but as a real-time pressure test of Western cohesion on three simultaneous shocks — energy/Iran, trade architecture, and critical minerals. The highest-value watch item is whether the Iran deal actually closes in the margins of the summit, which would have immediate downstream effects on energy prices, shipping costs, and Gulf state positioning. The Trump tariff issue is the second-order issue to track: the summit is likely to be used to telegraph what replaces the U.S.’ Section 122 authority, and alignment between the U.S. and G7 partners on Section 301 successor mechanisms would be a meaningful signal for industrial and trade-exposed portfolios. The absence of a joint communiqué for a second straight year should register as a structural data point — it is not a surprise, but a confirmation that the old G7 consensus architecture is being replaced by something more transactional and bilateral.

The European Parliament is expected to give their final approval to EU-US trade deal. The proposals, already agreed by Parliament and Council negotiators, would eliminate most tariffs on industrial and agricultural goods from the US. At the same time, negotiators agreed on several elements strengthening the Commission’s original proposal.

Ministers will be invited to approve the Council’s negotiating position on the proposed directive regarding the placing on the market of genetically modified micro-organisms (GMMs) and the processing of organs. Ministers will also hold a policy debate on the proposed regulation establishing a framework of measures to strengthen the EU’s biotechnology and biomanufacturing sectors, particularly in the area of health. The numbers speak for themselves: Google is building an $850 million data center in Uruguay; Amazon committed $5 billion to a new cloud region in Mexico; and Microsoft is investing $2.7 billion in cloud and AI infrastructure in Brazil. From Montevideo to Querétaro, data center providers are expanding capacity, governments are rolling out tax incentives, and multilateral banks are publishing frameworks to help countries “capture the data center opportunity.” The opportunity is real. So is the risk of misreading it. Latin America and the Caribbean are emerging as credible destinations for digital infrastructure investment for reasons that go beyond hype. The region’s electricity matrix is a structural asset: Brazil generates nearly 90% of its electricity from renewables, and companies like Equinix, Ascenty and Scala have expanded aggressively in São Paulo for exactly that reason.

America’s Data-Center Build-Out Is Falling Way Behind Schedule Wall Street Journal
Tech companies are earmarking unprecedented sums of money to finance the build-out of massive data centers, with a planned $85 billion equity-raise by Google being the latest example. But even as the piles of capital secured have grown ever larger, the ability to deploy it in the artificial-intelligence race has become less certain. Supply-chain backlogs, permitting fights and availability of power supplies are among the issues that have caused the construction of data centers to fall behind targeted timelines, with the gap growing wider in recent months: A JPMorgan analysis last month found that more than 60% of data-center capacity planned for completion in 2027 isn’t yet under construction, and another 7% is delayed. It is a seeming paradox: If hyperscalers can’t break ground on many of the projects they have already announced, what difference can hundreds of billions of dollars more make—however eager Wall Street may be to supply it?

Abstract: The U.S. general fertility rate has fallen by 22% since 2007, a sustained decline not readily explained by economic conditions, contraceptive use, housing or childcare costs, or other commonly cited factors. We assess the potential role of a different shock: the diffusion of the smartphone. The U.S. rollout of the iPhone, the first modern smartphone, provides a natural experiment: from June 2007 through February 2011, the device was sold only on AT&T, allowing us to identify its effect from variation in AT&T’s mobile broadband coverage. Entropy-balanced Poisson and synthetic difference-in-differences event studies imply that access to the iPhone reduced births by 4.5–8.0% at ages 15–19 and 3.2–6.6% at ages 20–24, with statistically significant but smaller declines among older cohorts. Placebo analyses applied to Verizon and Sprint’s pre-2011 coverage footprint are null. Taken together, these cohort effects imply that the diffusion of the iPhone deepened the decline in births among women under 30 while suppressing the rise in births among older women. Overall, the diffusion of the iPhone explains 33–52% of the decline in the general fertility rate among women aged 15–44. National-survey evidence on time use and sexual behavior is consistent with the iPhone reducing in-person interactions, increasing pornography use, and reducing sexual frequency.
India’s population will soon be falling—probably quite fast The Economist
In 1950 India’s population was 360m. The average woman had six children—roughly the same as an American woman a century earlier. Today, with a population of 1.45bn, India accounts for a sixth of humanity. It surpassed China as the world’s most populous country in 2023 and has kept growing. But its total fertility rate (tfr), the number of births a typical woman has over her lifetime, has fallen to 1.9 (see chart 1), below the level needed to keep the population stable in the long run. Although the population will keep growing for a spell, as the generation that are currently children themselves become parents, a future contraction is inevitable unless the fertility rate rises back above 2.15. In practice, it is likely to keep falling, accelerating the impending shrinkage. In Delhi, for instance, the tfr is 1.2.
Declining Fertility Rates Across the World Federal Reserve Bank of St. Louis
The total fertility rate (TFR), or the average number of births per woman over her entire reproductive life, is one factor affecting population growth. Trends in the TFR have implications for the world’s demography. Although poor countries have a higher TFR than rich countries, the rate has been declining in both for 60 years. This has narrowed the TFR gap between the poorest and richest countries from three children per woman to less than one child per woman. In rich countries, the TFR has been lower than the rate needed to maintain population levels for a few decades. But the TFR in low-income countries remains higher than the replacement rate.

Between an expansionist Russia and a careless America, one thing is clear: Europeans must be prepared to defend themselves, and quickly. To do so, they need to adopt a distinctly European way of defense. They cannot hope to replicate America’s security approach, nor do they need a new institutional superstructure. Rather, they need to be pragmatic and resourceful by building on what exists. A European way of defense has three pillars. First, a layered decision-making architecture would draw on NATO’s command structure for military operations; on the EU for funding and pan-European solidarity; and on minilateral arrangements for fast adaptability. Second, Europeans would build up their military capabilities, capacity and readiness to deter and defend effectively with little to no American help. Third, all of this must rest on a coordinated European defense industry wherever possible and draw on capabilities from diversified, allied sources if needed. This model would set Europeans up to defend themselves with America where possible, with less America where necessary and without America if it comes to that.

The Next Caribbean Crisis? Assessing U.S. Military Options Toward Cuba Center for Strategic & International Studies
The United States has engaged in touch-and-go negotiations with various figures within the Cuban communist regime, while at the same time issuing an executive order to further increase economic pressure on the island. The United States has stepped up military surveillance overflights of Cuba, gathering intelligence on the capabilities and dispositions of the country’s Revolutionary Armed Forces (FAR). In late May, CIA Director John Ratcliffe met with Cuban leaders, bringing along a paramilitary officer who was involved in capturing Maduro and killing the Cuban military personnel who were guarding the Venezuelan leader. It was a sign of what could come if negotiations are unsuccessful. Although the crisis in the Persian Gulf continues to smolder, the United States has enough military assets to operate simultaneously in the Western Hemisphere. While the ultimate objective of U.S. Cuba policy remains unclear, the possibility of military action is present. Therefore, it is worthwhile to examine a range of possible scenarios involving the use of force against Cuba. This report examines five such scenarios, their relative likelihoods, and the risks involved.
Why Brazil–U.S. Relations Will Worsen Before They Improve Latin America Takeaways
Between new tariffs on Brazil and the recent announcement of new U.S. measures targeting Brazil criminal gangs— the designation of the PCC and Comando Vermelho as terrorist organizations and, more recently, the conclusion of the Section 301 investigation — domestic political analysis has focused more on the electoral implications of these developments than on their broader consequences for the overall trajectory of the bilateral relationship. Kast and Chile’s Investment Reset Americas Quarterly
For decades, Chile stood out as Latin America’s most reliable destination for foreign direct investment (FDI), capturing as much as $192 billion between 2000 and 2014, or 7.4% of the region’s total net inflows. But since then, the country has endured a substantial erosion of its ability to attract international capital. That may be about to change. In April, President José Antonio Kast submitted an economic reform to Congress — the Reconstruction and Economic Development (RED) bill — that seeks to modernize the investment regime and encourage both international and local investment as the government aims to boost GDP growth to 4% annually by the end of his administration, double the average annual GDP growth rate reported since 2014. The goal is to reset the investment climate after years of lackluster performance, and the House already passed the proposal, which the Senate will begin discussing today. Kast defended the scope of the reform during his first annual address to the nation held at the National Congress in Valparaiso on Monday. Reviving the investment environment and redefining its institutional framework presents a challenge: how to rebuild economic dynamism without undermining the regulatory legitimacy gained through social and political reforms of the recent past. This is a political question, not only an economic dilemma.

Delcy Rodríguez Tries to Show She Has a Debt Strategy Caracas Chronicles
In April 2026, the IMF and World Bank resumed dealings with Venezuela for the first time since 2019, opening the path to a formal economic assessment and potentially unlocking $4.9 billion in frozen special drawing rights. In May, the Delcy administration announced a “comprehensive restructuring of its sovereign debt” and PDVSA obligations, appointing Centerview Partners as financial adviser and pledging a macroeconomic framework by June. This did not include a request for a macroeconomic program established by the Fund, which distanced itself from Venezuela’s announcement shortly after. According to Reuters, Venezuela’s total liabilities could be above $150 billion. On June 2, Venezuela added Hogan Lovells as legal counsel for the restructuring under a dual mandate that also covers strategic lobbying for the Venezuelan embassy in Washington. The account is led by Norm Coleman, a former Republican senator with deep political connections in the capital. Neither selection has been free of political entanglement. Former Trump official Mauricio Claver-Carone, earmarked by The Washington Post as Venezuela’s unofficial viceroy, has vouched for Centerview. His business partner, Jessica Bedoya, was on the same chartered flight to Caracas as two Centerview executives on February 12, weeks before the firm finalized its contract (Centerview denied Bedoya played any role in their assignment).

Drawing on discussions with a group of experts including Venezuelan and international jurists, diplomats, scholars of democratic transitions and democratization, and representatives of the Venezuelan opposition, this policy paper sets out recommendations for incremental, integrated steps to achieving rule-of-law reform in post-Maduro Venezuela. The paper makes the case that a negotiation and monitoring process must be put in place without delay, with the committed involvement of the US, the interim Venezuelan government, multilateral organizations, diplomatic missions, investors, and local business and civil society. The framework for this process will need to identify priorities, benchmarks, and a timeline for institutional and legal reforms, and it should clearly articulate how judicial, commercial, legal, and human rights reforms relate to, and underpin, economic and political development.

How China Misperceives Itself Foreign Affairs
Great powers rarely fail because they are unaware of their problems. More often, they fall apart because they misidentify or only partially identify the root of those problems. The ability to accurately diagnose weaknesses, to distinguish between temporary constraints and structural limits, and to generate the political will to fix deep-seated problems separates states that adapt and thrive from those that stagnate or crumble. China today faces an imposing list of challenges that it needs to assess and address. Economic growth is slowing, the population is aging, the financial system is under stress, and other countries have been tightening trade controls and scaling up their own industrial policies to compete. For many years, China’s economic expansion could mask the country’s underlying vulnerabilities. That era is now over. And in party documents and major speeches alike, leaders in Beijing admit these pressures and acknowledge the country’s weaknesses.
After the Invasion: China Considers the Problem of Ruling Taiwan War on the Rocks
In August 2024, scholars at a Xiamen-based think tank published a paper urging Beijing to immediately establish a shadow Taiwan government on the Chinese mainland in preparation for a full takeover of the island. “It is imperative to prepare a plan for the comprehensive takeover of Taiwan after unification,” they said. The scholars were writing at a fraught moment for Beijing. Only months earlier, the anti-China Democratic Progressive Party had taken office after a third consecutive presidential election win. Unusually for a Chinese publication on such a sensitive topic, the paper made several frank admissions: that opposition to unification within Taiwan had deepened rather than softened; that Hong Kong’s post-1997 governance model was ill-suited to Taiwan; and that many Chinese officials lacked even a basic understanding of political and social conditions on the island. The paper circulated briefly before disappearing from China’s internet, which underscored the sensitivity of the topic and the rarity of such candor.

Abstract: Why are refineries where they are, and what forces explain their distribution across planetary space? This article develops the concept of the Global Refining Disorder (GRD) to analyze the political geography of crude oil processing. Departing from location theory, which privileges transport-cost minimization, we argue that refinery siting is determined by the interplay of national strategies, security regimes, postcolonial legacies, and economies of scale. We identify two ideal types of refining political economy — the mercantile pump, which concentrates processing capacity near centers of power and imports crude from peripheries, and the developmental syringe, which locates refining near extraction sites to stimulate peripheral growth. Working across five comparative cases – the United States, Russia, Saudi Arabia, Brazil, and Nigeria – we analyze the transportation triangles shaped by oil fields, refineries, and consumers of fuel. To operationalize these carbon flows, we calculate two derived measures — refining lag and the export-to-refining ratio. With the concept of securitization of scalability, we explain how economies of scale generate systemic vulnerability of refineries. Recent events in Ukraine and Iran empirically demonstrate that refineries constitute the most vulnerable component of the global energy system. Looking forward, we argue that the path from refining to circularity secures decentralization of energy supply, with political choice — rather than geological endowment or market signals — remaining the decisive variable in transition.

Writing Code vs. Shipping Code: Productivity Effects Across Generations of AI Coding Tools Mert Demirer, Leon Musolff & Liyuan Yang/National Bureau of Economic Research
The Financial Times Data Points columnist John Burn-Murdoch wrote an intriguing piece asking if AI was really creating much value. Burn-Murdoch wrote, “One particular point of tension between AI’s boosters and detractors has been the disconnect between reported increases in coders’ output and the apparent lack of a corresponding boom in product or value creation. A new paper leaves both sides able to claim vindication. The study by MIT’s Mert Demirer and co-authors tracked software developers’ work before and after they adopted AI tools. Importantly, they measured this at several different levels, from the amount of code written, to the number of discrete files edited, to the number of projects or features worked on, to actual releases of new software. They found an explosive impact at the top of this funnel — coders created or edited almost 300 per cent more files — but that boost was halved to 150 per cent by the time they got to the number of discrete pieces of work submitted for review, and that in turn shrunk fivefold to a roughly 30 percent uplift in the number of full software releases. This is the study. And here is the abstract:
Abstract: How do the productivity effects of AI evolve across successive generations of tools, and to what extent do task-level gains ultimately translate into final output? We study these questions in the context of software development, using data on more than 100,000 GitHub developers combined with their AI usage telemetry. In a matched event study design, we find that autocomplete, interactive coding agents, and autonomous coding agents each significantly increase coding activity (“commits”), with respective cumulative effects of 40%, 140%, and 180%. These gains, however, attenuate sharply across the production hierarchy: the 180% cumulative effect falls to 50% for the number of projects, and to 30% for actual releases. This pattern is consistent with the weak-link hypothesis: the strong productivity gains from AI are attenuated by human bottlenecks in the production chain, with an estimated elasticity of substitution of 0.25 between AI and human effort, which indicates strong complementarities. We further confirm these results across four major app marketplaces, finding a moderate increase in the number of new apps but no increase in total usage. Large task-level AI productivity gains have therefore translated only partially into shipped and used software thus far.

Prudential Regulators To Testify in the House, Treasury Secretary Bessent Testifies Before Congress, and the SEC’s Investor Advisory Committee Discusses Semi-Annual Reporting and Proxy Voting

After the quiet of last week (nothing happened with the Memorial Day break – hence, we did not publish last week), things spring back to life this week in Washington.
The big event this week will be the prudential regulators - Federal Reserve Board Vice Chair for Supervision Michelle Bowman, Comptroller Jonathan Gould, FDIC Chairman Travis Hill, and Acting National Credit Union Administration Chairman Kyle Hauptman – testifying before the House Financial Services Committee on Thursday. We believe a big focus of questioning will be centered on issues dogging the ongoing housing bill and crypto bill. But we also have reason to believe that committee members will be focused on the Fed’s work to develop new tailoring rules for banks.
This comes after an interesting Reuters report last week detailing how banks are quietly but insistently pushing the Fed behind the scenes to lock in its new supervisory regime so it cannot be easily reversed by a potential future Democratic administration.
Also on Capitol Hill this week, Treasury Secretary Scott Bessent will be testifying in both chambers on the Treasury Department’s proposed 2027 budget. While dollars and cents will be the focus, it is also highly likely that questions will be fired off at Bessent on a host of other issues, including in the financial regulatory arena and the newly proposed $250 bill featuring President Trump’s face.
Looking back at last week, the SEC released their proposed rescission of climate-related disclosure rules. SEC Chair Paul Atkins said in a written statement: “SEC disclosure obligations should comply with the Commission’s statutory authority, be guided by materiality as the North Star, avoid the practical effect of dictating corporate behavior, and be imposed only when the expected benefits justify the likely costs and burdens.” The release has a 60-day comment period.
Finally, we would note that the Consumer Financial Protection Bureau (CFPB) sent a notice to all staff across the country that they are now expected to work out of a new office in Washington, D.C. – a move widely seen as a stealthy reduction-in-force plan.
The CFPB staffing issue has been a long-running litigation battlefield, with the Trump Administration initially reducing staff by roughly 25% (from 1,750 to 1,100). But in April 2025, the Administration attempted to cut 1,500 more staff – approximately 90% of the remaining staff – bringing it down to roughly 200. But a federal judge blocked that move, and the case has been in litigation ever since. Since then, the Administration has offered a new plan that would cut staff to 556, which the federal judge is now considering.
