The Global Week Ahead
April 2 - 9, 2023
As much of the world prepares for the Easter and Passover holidays, several important geopolitical events are taking place this week. French President Emanual Macron and European Community President Ursula von der Leyden will visit Beijing for meetings with President Xi Jinping. This comes on the heels of von der Leyden’s tough Thursday speech calling out China for human rights violations and urging Europe to distance itself more aggressively from China.
But perhaps the most significant event this week will be the historic criminal arraignment of former President Donald Trump in New York – the first President of the United States to be arrested for a crime since former President Ulysses S. Grant was arrested for speeding in a horse-drawn carriage in 1872. Trump is facing 30 criminal counts.
Also this week, Speaker of the House Kevin McCarthy (R-CA) and several other members of the House of Representatives are scheduled to meet with Taiwanese President Tsai Ing-wen in Los Angeles – an action Beijing has strongly condemned.
It is a short week in global financial markets due to Easter and Passover. Central banks India, Australia, and New Zealand will be looking to raise rates this week. And key reports on manufacturing in Japan and labor data in the US on Friday will be watched closely.
Finally, we would note Monday is the 50th anniversary of the first cell phone call being made – our lives have never been the same since.

· Montenegro holds the 2nd round of the presidential elections.

· Finland holds parliamentary elections. The Social Democratic Party (SDP), led by Prime Minister Sanna Marin, is facing an extremely close race despite successfully leading Finland’s accession to NATO.
· Andorra holds parliamentary elections.
· Union Day of Belarus and Russia is celebrated (mostly in Belarus), commemorating the agreement signed between Russian President Boris Yeltsin and Belarus’ President Alexander Lukashenko on April 2, 1996. The agreement was intended to enhance the integration of both countries economically and offer mutual support.

· Israel’s Cabinet is expected to vote on a proposal to create a new national guard unit. Under the proposal, Israeli National Security Advisor Itamar Ben-Gvir would oversee the leadership of the unit. · Iran celebrates Islamic Republic Day, marking the day the Shah was overthrown and the current Islamic regime took power.

· OPEC+ Ministerial Meeting. Yesterday, in a surprise announcement, Saudi Arabia and other OPEC+ members announced they intend to cut output by 1.16 million barrels a day.
· The World Bank and the International Monetary Fund (IMF) will hold a roundtable to discuss the issue of sovereign debt. This is in advance of the annual World Bank/IMF Spring meetings in Washington, DC, and comes out of growing concern over the growing debt crisis in a number of emerging markets.

· The US Congress is out of session this week and next for Passover and Easter holidays.
· NASA and the Canadian Space Agency (CSA) name the four astronauts who will orbit the Moon on the Artemis II mission, the first crewed flight test of the Space Launch System and Orion Spacecraft ahead of a future Moon landing.
· Venezuela and Curaçao are scheduled to reopen the border of the Venezuela-Curaçao sea and air and Venezuela-Bonaire sea borders. The borders of Aruba, Bonaire, and Curaçao were shut due to the smuggling of gold, copper, and other raw materials out of Venezuela.

· In the Hague, the trial of former Kosovo Leader Hashim Taçi and three other former Kosovo leaders for crimes against humanity begins. Taçi is accused of numerous crimes committed during and after the 1998-1999 Kosovo conflict.

· the World Health Organization (WHO) will publish its first estimates of infertility prevalence in over a decade. The report provides insight into global and regional infertility prevalence by analyzing all relevant studies from 1990 to 2021.
· World Bank Group President David Malpass will give a speech at the Atlantic Council in Washington, D.C., on how the Bank can further encourage inclusive growth. Malpass is stepping down in June and is expected to be replaced by former VISA credit card executive Ajay Banga.

The visit comes on the heels of a speech von der Leyen gave earlier this past Thursday calling on Europe to be “bolder” on China, arguing China had become “more repressive at home and more assertive abroad.” Beijing strongly condemned the speech.
· NATO Foreign Affairs Ministers are scheduled to meet through April 5th at NATO headquarters in Brussels. They are expected to discuss the Ukrainian War and how NATO can further support Ukraine’s efforts. US Secretary of State Antony Blinken will attend.
· The EU-US Energy Council Ministerial Meeting will be held in Brussels. US Secretary of State Antony Blinken and EU High Representative for Foreign Affairs Josep Borrell will attend and speak at a joint press conference. In advance of the meeting, Blinken has said the meeting will focus on how Russia is seeking to “weaponize energy” to achieve victory in Ukraine.

· “China as an International Lender of Last Resort” Kiel Working Paper, Kiel Institute for the World Economy
This paper shows that China has launched a new global system for cross-border rescue lending to countries in debt distress. The authors build the first comprehensive dataset on China’s overseas bailouts between 2000 and 2021 and provide new insights into China’s growing role in the global financial system. Taken together, China’s overseas bailouts correspond to more than 20 percent of total IMF lending over the past decade, and bailout amounts are growing fast. However, China’s rescue loans differ from those of established international lenders of last resort in that they (i) are opaque, (ii) carry relatively high-interest rates, and (iii) are almost exclusively targeted to debtors of China's Belt and Road Initiative.

The FT, working with the Royal United Services Institute (a UK think tank) offers a superb visual report created by reconstructing satellite imagery of how North Korea, working with business figures in east Asia who are linked to organized crime, run a massive and highly lucrative black-market oil smuggling business globally.

Geopolitical tensions, economic disruptions, and ongoing pandemic shocks have forced countries and companies alike to take a hard look at vulnerabilities and dependencies they had acquired during the go-go years of hyper-globalization. North Americans and Europeans are reconsidering their regional and global supplier networks. They are adopting new approaches to protect their societies and promote their competitiveness. While Russia’s aggression in Ukraine is creating headline disruptions, the deeper rethink centers around China, given U.S. and European concerns about inordinate dependencies on another potent strategic rival, and the country’s far greater importance as a critical node in global supply chains.

The US-China trading relationship was recently reported to have hit “record levels” in 2022, suggesting that the supposed economic “decoupling” of the world’s two biggest economies has not yet arrived. That widely reported data point was misleading, however. US exports to China, which cratered during President Donald Trump’s trade war of 2018–19, are continuing to suffer. China is now shifting some purchases of foreign goods away from the United States. Both have the same fear: that the other side will suddenly weaponize trade flows—cut off imports or exports—in the name of security. Trying to get ahead of that, each is now attempting to diversify.

Americans Pull Back from Values that Once Defined the US
A Wall Street Journal-NORC poll released earlier this week showed that patriotism, religious faith, having children, and other priorities that defined the national character for generations have plunged. The poll questions – which were first asked in a similar poll in 1988, show that only 38 percent of respondents said patriotism was important, down from 70 percent in 1988. Religion was down to 39 percent from 62 percent in 1988. Tolerance for others came in at 58 percent, down from 80 percent only four years ago.
The only priority that grew was money which came in at 43 percent, up from 31 percent in 1998. You can read the full poll report HERE.
The Global Week Ahead
March 26 - April 2, 2023
In the coming week, US-China relations will take center stage again as Taiwan’s President travels through the US on her way to visit Latin America. While the visit is billed as a “transit” on her way to Guatemala and Belize (two of the few Latin American nations still to recognize Taiwan over China diplomatically), President Tsai Ing-wen is expected to meet with US Speaker of the House Kevin McCarthy (R-CA) and a number of other members of Congress in Los Angeles. President Tsai has no publicly scheduled official meetings with anyone in the Biden Administration. We will watch Beijing’s public response closely, which we believe will be more limited than when then-Speaker of the House Nancy Pelosi (D-CA) visited Taiwan last August.
As President Tsai traverses through the US to Latin America, Taiwan’s former President Ma Jing-Jeou, who is a member of the Kuomintang (KMT) opposition party to Tsai’s Democratic Progressive Party (DPS), will make a historic visit to China. Billed as a Taiwanese student visit, it is the first time a former Taiwanese President has visited the mainland since the end of the Chinese Civil War in 1949.
In the US, President Biden will host the 2023 Summit for Democracy in Washington, DC. Co-hosting the event will be the leaders of Costa Rica, the Netherlands, the Republic of Korea, the Republic of Zambia, and leaders from 122 nations. Also in Washington this week, both the Senate and the House of Representatives will hold hearings examining what happened to cause the collapse of Silicon Valley Bank and federal regulators to seize Signature Bank. They will also focus on how stable the US and global banking systems are currently.
On the economic agenda this week, it is a busy week in China as the government releases its monthly purchasing manager indexes data this week, a report investors are tracking closely to get a sense of how fast the country’s economy is returning to normal. Also, most of the nation’s largest banks are due to report earnings in China. · To Be Confirmed: The Treasury Department said it will release proposed guidance this week for domestic sourcing requirements for electric vehicles to qualify for tax credits provided by the Inflation Reduction Act. The delayed guidance for the $7,500 tax credits was supposed to be released at the end of 2022, but the Treasury temporarily waived the rules and pushed the release date to the end of March. The announcement is being closely watched by automakers who are waiting to see how they will switch their supply chains to more domestic sources.
· The 2023 SAFE Summit will be held in Washington, DC, through March 29th. The event – billed as “A pathway to electrification from minerals to market “ – will include senior Biden Administration officials, foreign leaders, and top executives speaking about the supply chains for the transportation and energy sector.

Chart of the Week: Wall Street and March Madness
We all see the voluminous research reports from Wall Street trying to pick winners and losers in the markets. But who does Wall Street think will win the NCAA Mens Basketball Championship? Nearly 40 percent picked the University of Alabama, while the rest picked (in order) the University of Houston, Purdue University (which has been eliminated), and Duke University (also eliminated).
The Global Week Ahead
March 19 - 26, 2023
This week will be hectic across the geopolitical and geoeconomics spectrum. First, the markets have been on edge all weekend, awaiting a resolution for the faltering Credit Suisse, which, at the time of this note being written, looks like UBS is going to buy CS for $3 billion.
On the geopolitical front, on Monday, Chinese President Xi Jinping travels to Moscow for three days of meetings where he is expected to call for a truce between Russia and Ukraine. The Chinese foreign minister spoke to the Ukrainian foreign minister about this idea last week – let’s see if President Putin will accept it and where the China-Russia relationship is going (will China announce they are going to give military aid to Russia if Ukraine does not agree to a cease-fire?). While Xi is in Moscow, Japan’s Prime Kishida meets with Indian Prime Minister Modi – both members of the Quad (the Quadrilateral Security Dialogue) – to discuss the Ukraine War, China risk, and the upcoming G7 meeting India is chairing.
The UK Parliament is set to vote on the Northern Ireland agreement with the EU on Wednesday. And on Sunday, Brazilian President Lula begins a large trade mission to China amidst rumors he is considering joining China’s Belt-and-Road Initiative.
The European Council (heads of state) will meet this week twice – first in Sweden and then in Brussels, where the Ukraine War will be the top priority issue discussed. Meanwhile, President Biden makes his first official visit to Canada to discuss the Ukraine War with Prime Minister Pierre Trudeau and find ways to strengthen the USMCA trade deal. On Thursday, the CEO of TikTok will testify in front of a congressional committee as Congress continues to consider legislation banning the app from being used in the US – a position we believe the Biden Administration supports.
But the most significant action this week will be among central banks. The US Federal Reserve Open Market Committee meets to consider raising or lowering rates (viewpoints are all over the place). Other central banks considering rate increases this week include the UK, Switzerland, Brazil, Saudi Arabia, Turkey, Hong Kong, Taiwan, and Nigeria.

The Global Week Ahead
March 12 - 19, 2023
This week, Washington will be buzzing about the Federal Reserve and Federal Deposit Insurance Corporation (FDIC) moves to seize Silicon Valley Bank and Signature Bank and the decision to make all depositors whole. Key members of Congress were briefed on Friday and Saturday. We understand regulators met around the clock this weekend to set up a new lending facility for any bank currently stressed with a one-year term compared with 90 days at the discount window. There remain a lot of questions at the time of this writing as to how many banks will likely take part in the program.
On the geopolitical front, President Biden will host a meeting of the AUKUS in San Diego, California. The AUKUS Pact is the joint defense group consisting of the US, UK, and Australia established to counter Chinese military advancements in the Indo-Pacific. The big news likely to come out of the meeting is President Biden is expected to announce the US will sell nuclear submarines to Australia.
Also, this week, the Black Sea Grain Initiative is set to expire on Saturday. Initially negotiated between Ukraine and Russia, it allows the free flow of grain and fertilizers out of the Black Sea and to markets globally – particularly to Africa and the Middle East, which are the primary buyers. If an extension is not granted, global markets will likely see a significant spike in food prices, and global food security issues will be considerably raised.
On the global economic agenda this week, the European Central Bank will meet and likely raise rates again. US CPI will be reported, while the Bank of Japan will release minutes from last week's meeting.

The Black Sea Grain Initiative is Set to Expire This Week – Russia and Ukraine are two of the world's biggest suppliers of grains and fertilizers. When the war broke out, the U.N. and Turkey helped negotiate an agreement between Russia and Ukraine to allow shipments to continue. But that agreement expires on March 18th. United Nations Secretary-General Antonio Guterres visited Kyiv this past week, and stressed the importance of extending the deal that’s allowed Ukraine to ship 24 million tons of crops since it was first agreed in July. While the markets are cautiously optimistic the agreement will be extended, Moscow has threatened to withdraw. How much is exported? The chart below details which gets the grains and fertilizers globally:
· The End of Rapid Population Growth, St. Louis Federal Reserve Bank
“The world’s population recently reached 8 billion people—the culmination of a century of rapid population growth. Whereas it took 125 years for the world’s population to double from 1 billion (in 1803) to 2 billion (in 1928), it took only 47 years to reach 4 billion in 1975, and another 47 years to reach 8 billion last year. However, the era of rapid population growth is coming to an end. As shown in the figure below, the United Nations projects that the world’s population will peak at around 10.5 billion people later this century before beginning to decline.”
The Global Week Ahead
March 5 - 12, 2023
Events in China will be center stage this week. China’s People’s National Congress, composed of more than 5,000 Party members, will officially confirm President Xi Jinping as President and also select a new Premier. Additionally, the Party will ratify a series of institutional reforms.
EU President Ursula von der Leyen will visit Canada early in the week to discuss Canada’s ability to supply the EU with critical minerals. She will then travel to Washington, DC, to meet with President Biden. They will discuss Ukraine and the ongoing tensions between the US and EU over the recently passed Inflation Reduction Act and its impact on the EU’s electric vehicle industry.
Also, this week, the Board of Governors of the International Atomic Energy Agency (IAEA) will meet to discuss Iran’s nuclear program. IAEA Secretary-General Raphael Grossi held unexpected meetings with senior Iranian officials in Tehran on Friday in an effort to persuade Iran to reverse course on rapidly developing a nuclear weapons program.
Markets will also be focused on Federal Reserve Board Chair Jay Powell’s testimony before Congress this week. The US jobs report will also be front and center later this week.
Japan’s Central Bank will also meet this week to consider interest rate increases. It will be the last meeting of BoJ Governor Haruhiko Kuroda before stepping down. We expect the Japanese Diet (Parliament) to confirm Governor-nominee Kazuo Ueda and two new Deputy Governors, Ryozo Himino and Shinichi Uchida.

· The Board of Governors of the International Atomic Energy Agency (IAEA) will meet in Vienna, Austria. It is expected they will discuss IAEA’s Director-General Rafael Grossi’s meeting last week, with the Head of the Atomic Energy Organization of Iran (AEOI), Mohammad Eslami, in Tehran, Iran. IAEA) has confirmed that traces of highly enriched uranium particles, up to 84 percent, were recently found in Iran. This is the closest Iran has gotten to reaching the 90 percent threshold required for weapons-grade nuclear fuel.
· The UN Security Council is scheduled to hold a briefing, followed by consultations, on the United Nations Mission in South Sudan (UNMISS). The Special Representative of the Secretary-General for South Sudan and Head of UNMISS, Nicholas Haysom, will brief reporters at the Security Council Stakeout after the Security Council meeting on South Sudan. In the afternoon, the Security Council is scheduled to hold a briefing on the Middle East, followed by consultations on the Middle East (Syria).

The authors use a unique high-frequency Russian customs dataset to evaluate the impact of international sanctions on Russia – focusing on Russian crude oil and oil products exports, as they are the key sources of export earnings and government revenues. We study the effects of two focal sanctions measures – the EU embargo and G7 price cap on Russian seaborne crude oil, which both took effect on December 5, 2022. We find that Russia was able to redirect crude oil exports from Europe to alternative markets such as India, China, and Turkey but that export earnings were curbed substantially by the sizable discounts that Russian exporters had to accept in market segments.

The study’s simulations show that the Chinese family is about to undergo a radical and historically unprecedented transition, as extended kinship networks atrophy across the nation and close blood relatives disappear altogether for many. This fraying of the extended family and atomization of the nuclear family come at an almost exquisitely inopportune moment in China: Social needs are soaring alongside the rising tally of elderly dependents and the shrinking ranks of those on whom the elderly can rely—two social indicators poised for inescapable collision in the years immediately ahead. Indeed, the withering of the Chinese family as we now know it will make for new and unfamiliar challenges at every stage in the life cycle, for both Chinese people and the Chinese state.

In a new poll released on March 3rd by Gallup, “sixty-five percent of Americans prefer the US to take the leading role (20 %) or a major role (45 %). This is down from 69 % in 2019 and 72 % in 2017.
Fewer Republicans and independents than in any prior year advocate for a prominent international role for the U.S. The percentage of Republicans wanting the U.S. to take the lead or have a major role in world affairs is significantly lower than the group’s prior low of 69% in 2011. It also marks a sharp departure from what Republicans wanted during the George W. Bush administration when more than 80% of Republicans favored a leading or major role for the U.S.”
