·       Renewable energy: the next semiconductor?”  The Brookings Institution

One of the biggest questions on the horizon for both Washington and Beijing is whether to leave room for collaboration to facilitate the low-carbon transition or to decouple for the sake of strategic competition. In this new research piece, two scholars argue renewable energy must not become the next semiconductor in the U.S.-China competition. They argue that a low-carbon sustainable future is not a prize of geopolitical competition but rather a public good that all responsible countries should provide.

 

·       “The Other Counteroffensive to Save Ukraine: A New European Recovery Program”  Foreign Affairs

Former US Treasury Secretary Larry Summers, former World Bank President Robert Zoellick, and the former Executive Director of the 9/11 Commission argue it is time for allied nations to launch a massive new European recovery program – one that will focus on rebuilding and sustaining Ukraine.  But the authors argue Western countries should use frozen Russian assets to do it – making Russian President Vladimir Putin’s government, not Western taxpayers, should bear most of the costs.

 

·       Sanctioning China in a Taiwan crisis: Scenarios and risks” The Atlantic Council & The Rhodium Group

In recent months, growing tensions in the Taiwan Strait as well as the rapid and coordinated Group of Seven (G7) economic response to Russia’s invasion of Ukraine, have raised questions—in G7 capitals and in Beijing alike—over whether similar measures could be imposed on China in a Taiwan crisis.  But what would that cost the global economy?  China is not Russia – it is a critical part of the global economy, the second largest in the world.  This report explores just what might happen if tough sanctions were to be put on China.

 

·       “Brics Face a Reckoning: Enlargement would be a sign not of the group’s strength, but of China’s growing influence” Foreign Policy

In 2001, Goldman Sachs banker Jim O’Neill created the acronym “BRIC” to refer to Brazil, Russia, India, and China—countries he predicted would soon have a significant impact on the global economy. The moniker captured the global excitement about emerging powers at the time and transformed into a political grouping in 2009 when leaders of the four countries held their first summit. But 22 years later, the original BRICs members – on the eve of their 15th summit in Johannesburg in August – are bickering over enlargement. 

Who wants to join the BRICS?  Thirty nations, including pariah states Iran, Venezuela, Syria, and Nicaragua. According to Disrupt Africa, fintech continues to be the leading destination in Africa's startup landscape, accounting for a 32% share. Other sectors beyond fintech—such as entertainment, marketing, transport, recruitment, and Agri-Tech, as well as e-commerce and health—saw unprecedented growth in funding compared to previous years.

America is Hitting the 40’s

We have written about this in previous Recommended Weekend Reads, but new data out this week from the US Census Bureau further details how America is collectively getting older – we are that close to being 40 years of age as the national median (does that mean we’re going to have a collective mid-life crisis?  Maybe we are already having it… that would explain a lot…).  By comparison, in 1980, the median age was 30. 

Baby Boomers and Millennials are together making our country older – but the rapidly aging population also suggests a possible economic concern: As Axios points out, it is likely an indicator we may face worker shortages in the years to come, particularly in healthcare just when we are all getting older and more in need of health care workers.

The Global Week Ahead

June 18 - 25, 2023

Geopolitics will again dominate the global market's attention this week as high-level diplomats from the US and China begin major trips seeking to calm global tensions.  First, Secretary of State Antony Blinken travels to Beijing for meetings – the first time a US cabinet-level official has visited in three years.  While no breakthroughs are anticipated, it may finally put a floor below the US-China relationship, which has been in free-fall for several years.

Later in the week, Chinese Premier Li Qiang will travel to Germany and France to discuss EU-China relations, focusing on high-tech investments, the revival of the China-EU Comprehensive Agreement on Investment, Huawei's role in 5G networks, and other economic issues.

Meanwhile, in Washington this week, President Biden hosts Indian Prime Minister Narendra Modi for meetings focusing on further tightening defense and technology sharing between the two nations – an increasingly important strategic alliance for both countries.

In Paris this week, the Summit for a New Global Financial Pact convenes with UN Secretary-General António Guterres, French President Emmanuel Macron, German Chancellor Olaf Scholz, ECB President Christine Lagarde, Treasury Secretary Janet Yellen, and numerous leaders of southern nations.  The Summit aims to build a more inclusive international financial system to fight inequalities and climate transition and move closer to achieving Sustainable Development Goals.

On the global economic agenda this week, all eyes will be on Federal Reserve Board Chair Jay Powell's semiannual testimonies before the House of Representatives and Senate on the state of the economy.  Several major market PMIs (Japan, Germany, and the US) are released, and the Bank of England decides whether to pursue another interest rate increase.

China will be deciding on domestic banks' prime loan rates fixings as markets increasingly worry about the strength – or lack thereof – of the second biggest economy.

·       Switzerland holds referendums nationwide on the implementation of the OECD/G20 project that ensures large international corporations are taxed at least 15 percent.  They will also vote on the Federal Act which goes to reducing the countries uses of oil and natural gas.

·       Mali holds a constitutional referendum.  It was initially scheduled for July 9, 2017 but delayed.  It was further delayed in 2021 following a coup d’état.   The vote is over creating new regions in line with a 2015 agreement with separatists in Northern Mali.

·       European Commission Vice President Valdis Dombrovskis will travel to Nairobi, Kenya, to meet Kenyan President William Ruto and sign an interim EU-Kenya Economic Partnership Agreement.

·       Today is Constitution Day in the Seychelles, marking the day the declaration of the referendum in 1993 making the country a multi-party democracy.

·       The Financial Action Task Force will meet in Paris through June 23.  Among the issues they will consider is adding Russia to its “Black List” of countries for money laundering and/or supporting terrorist activities.

·       The UN will hold a high-level pledging event for Sudan.  The meeting will be held in Geneva, Switzerland.

·       The UN will hold the Third United Nations High-level Conference of Heads of Counter-Terrorism Agencies of Member States at UN Headquarters in New York.

·         “State of the Global Workplace: 2023 Report”   Gallup

The report lays out what work life is like post-COVID.  Among some of its findings are data showing some fascinating – and seemingly contradictory – data points.  For example, employee engagement is on the rise again at a record 23 percent (meaning they find their work meaningful and feel connected to their team, manager, and employer); it also shows a majority of the world’s employees are quiet quitting – nearly six in ten employees globally are “quiet quitting” and a record level 44 percent of employees are experiencing more stress than ever before.

·         “Reconstructing Ukraine: Creating a Freer, More Prosperous, and Secure Future”  Rand Corporation

Post-war reconstruction in Ukraine may be the largest rebuilding effort in modern history. The United States and Europe have started to plan for its success. Over the past 75 years, they have been engaged in multiple reconstruction efforts. Drawing lessons from the most appropriate of these efforts will be important for planning Ukraine's reform and reconstruction.  This study reviews “lessons learned” from previous national rebuilding efforts and what it will take to successfully rebuild a secure Ukraine.

 

·         “Keeping America close, Russia down, and China far away: How Europeans navigate a competitive world”   European Council on Foreign Relations

In a new research survey, Russia’s war on Ukraine has shown European citizens that they live in a world of non-cooperation. But their cooperative foreign policy instincts are only slowly adapting to this new reality. Europeans want to remain neutral in a potential US-China conflict and are reluctant to de-risk from China – even if they recognize the dangers of its economic presence in Europe. However, if China decided to deliver weapons to Russia, that would be a red line for much of the European public. Europeans remain united on their current approach to Russia – though they disagree about Europe’s future Russia policy.

They have embraced Europe’s closer relationship with the US, but they want to rely less on American security guarantees. European leaders have an opportunity to build public consensus around Europe’s approach to China, the US, and Russia. But they need to understand what motivates the public and communicate clearly about the future.

MacMillan, an Oxford Professor and noted historian of World War I, writes how the West initially thought the Ukraine War would be a modern one, fought as much in space in cyberspace as on the battlefield.  Instead, it has harkened back to World War I and II, fought in trenches over many square miles of territory.  She also points out that one of the lessons of Russia’s war in Ukraine is that Western strategists need to pay more attention to how leaders elsewhere see their own countries and histories. For example, invading Taiwan would carry all sorts of risks for China. But the Chinese may be prepared to take them. Their leader, Xi Jinping, has made it clear that he views the island and its people as part of the Chinese nation and wants “reunification” to be part of his legacy. That view and that desire must factor heavily into Xi’s decision-making.

Kenyan tea pickers are destroying machines brought in to replace them during violent protests that highlight the challenge faced by workers as more agribusiness companies rely on automation to cut costs.  At least ten tea-plucking machines have been torched in multiple flashpoints in the past year, according to local media reports. Recent demonstrations have left one protester dead and several injured, including 23 police officers and farm workers. The Kenya Tea Growers Association (KTGA) estimated the cost of damaged machinery at $1.2 million(170 million Kenyan shillings) after nine machines belonging to Ekaterra, makers of the top-selling tea brand Lipton, were destroyed in May. The majority of pickers are young, many are women, and they often lack the opportunities and skills to thrive outside the tea sector.

How Capping Methane Emissions in Turkmenistan Can Be A Game Changer in the Climate Change Fight

Methane and the ability to reduce is core to the climate change battle.  Bloomberg recently published a report on how the US is talking to Turkmenistan about working together to cap their gas emission via leaks in their vast oil and gas fields.  Coupled with pending EU rules regulating coal in the EU,  this would result in 290 million tons of CO2 being taken out of the atmosphere a year.   That would be the equivalent of canceling Taiwan’s total methane emissions – the 21st worst polluting country in the world.  But that begs the question: Who are the worst climate offenders out there?

The Global Week Ahead

June 11 - 18, 2023

The Ukraine Spring offensive has officially begun, according to Ukrainian President Volodymyr Zelensky, announced at the end of this past week.  Amidst all this, Russian President Putin will be hosting the St. Petersburg Summit – often referred to as the Russian Davos – where business leaders and political leaders from various nations (but not Europe or the US as in years past) will attend.   President Biden will host NATO Secretary General Jens Stoltenberg for a discussion on the situation in Ukraine, and later in the week, NATO Defense Ministers will meet in Brussels to discuss the situation and prepare for the NATO Summit in July.

In Beijing, Palestinian President Mahmoud Abbas will meet with Chinese President Xi Jinping, who has offered to help mediate Israeli-Palestinian tensions.  Here in Washington, D.C., all attention will be on former President Donald Trump’s arraignment in federal court after being indicted on 37 criminal counts of violation of the Espionage Act.  Our view is this case will have something of a paralyzing effect on Congress for the rest of the summer and flip the tables on the 2024 election expectations – all of which we will see more clearly in the week and months ahead leading into the trial. 

On the global economic agenda this week, both the U.S. Federal Reserve and the European Central Bank meet to discuss interest rates.  The ECB is expected to raise another quarter point, and the market is again split over what the Fed will do (our guess is they will raise another quarter point, too). 

Regarding other major economic data reports this week, China will release key statistics on industrial production, property, and retail sales, giving markets a better sense of how the country is bouncing back – or not – from COVID lockdowns.

·       Mali holds a constitutional referendum.  It was initially scheduled for July 9, 2017 but delayed.  It was further delayed in 2021 following a coup d’état.   The vote is over creating new regions in line with a 2015 agreement with separatists in Northern Mali.

·       Today is Constitution Day in the Seychelles, marking the day the declaration of the referendum in 1993 making the country a multi-party democracy.

·       “What Caused the U.S. Pandemic-Era Inflation?”    Ben Bernanke and Olivier Blanchard, Hutchins Center on Fiscal & Monetary Policy, Brookings Institution

The authors answer the question posed by the title by specifying and estimating a simple dynamic model of prices, wages, and short-run and long-run inflation expectations. They find that contrary to early concerns that inflation would be spurred by overheated labor markets, most of the inflation surge that began in 2021 was the result of shocks to prices given wages, including sharp increases in commodity prices and sectoral shortages. However, the effects of overheated labor markets on nominal wage growth and inflation are more persistent than the effects of product-market shocks. Controlling inflation will thus ultimately require achieving a better balance between labor demand and labor supply.

 

·       “China is Doubling Down on its Digital Currency”   Foreign Policy Research Institute

China’s central bank continues to take aggressive steps toward assimilating the digital yuan within its domestic financial system. Despite these efforts, less than a fifth of the Chinese population has utilized it. While China continues to be a pioneer in digital currency development, the United States is yet to even pilot a digital dollar.  China, the world’s largest bilateral creditor, and leading trading partner, could use the digital yuan to elevate the status of the renminbi and challenge the dominance of the US dollar.  The United States is at risk of losing economic leverage and international financial power if Beijing continues to dictate the norms of regulations of digital currencies.

  

·       “The Return of Industrial Policy”   International Monetary Fund

Douglas Irwin, a Professor of Economics at Dartmouth, writes for the IMF’s Finance & Development Magazine that geopolitics is rapidly changing the landscape of world trade. Trade interventions are on the rise in the form of industrial policies and subsidies, import restrictions based on national security and environmental concerns, and export controls to punish geopolitical rivals and ensure domestic supply. What should developing economies do to navigate this new environment? Should they adopt similar policies, turning inward to protect key sectors with subsidies and trade controls? 

 

Map of the Week

Norway is planning to pursue major deep-sea mining efforts for metals critical to battery building off its coast.  A formal plan is expected to be released in the next two weeks that will open an area the size of Germany to the mining for critical minerals.  The Norwegian Parliament has to vote on the proposal, which is being opposed by fishermen and environmental groups.
Volcanic springs up to 4,000m deep contain an estimated 38mn tonnes of copper, more than is mined around the world each year.

The Global Week Ahead

June 4 - 11, 2023

Now that the White House and Congress have averted a debt default, the markets are turning their attention to geopolitical events.  Ukraine appears to be on the cusp of launching its much-anticipated spring offensive.  OPEC meets this week, where they will likely agree to further production cuts to help sagging oil prices – although there appears to be friction among various members on whether to cut production and, if so, by how much.

US Secretary of Defense Lloyd Austin will meet with his Indian counterpart, Defense Minister Rajnath Singh, in New Delhi, reflecting the growing security relationship between the US and India.  Meanwhile, US Secretary of State Antony Blinken will visit Saudi Arabia for a series of high-level meetings, including participating in the U.S.-Gulf Cooperation Council Ministerial meeting – all part of an effort to rebuild US relations with Saudi Arabia.

On Tuesday, French President Emmanuel Macron will visit Germany for a dinner meeting with Chancellor Olaf Scholz.  The two leaders will discuss the upcoming NATO Summit in July and how the EU can further assist Ukraine.  They are also likely to discuss EU policy toward China. On Wednesday, President Biden will host British Prime Minister Rishi Sunak, the first official visit of the Prime Minister to the White House. They are expected to discuss Ukraine, Northern Ireland’s political situation, and bilateral trade issues - but not a trade deal.

On the US political front, two more Republicans will jump into the 2024 presidential campaign: Former New Jersey Governor Chris Christie and former Vice President Mike Pence will announce this week.

On the economic radar screen this week, China will release inflation data on Wednesday.  This week, the Central Bank of Canada and the Reserve Bank of Australia will decide on interest rates.  The US Federal Reserve will be quiet this week as they are officially in their “quiet period” before meeting to determine interest rate policy on June 14th.

Finally, the OECD meets this week in Paris and will release its global economic outlook.  The World Bank will also be releasing its summer Economic Outlook this week.

·       the International Atomic Energy Agency (IAEA) Board of Governors will meet through June 9.  Top of their list of issues is the battle raging around the Zaporizhzhia Nuclear Power Plant (ZNPP) in Ukraine.  This is the largest nuclear power plant in all of Europe and has sustained significant damage on multiple occasions where power has been cut off from the facility.  The Board will also discuss the Iran nuclear program. According to a confidential IAEA report this week, Iran has enriched their Uranium stockpiles by 20 percent since leaving the JCPOA (nuclear deal with the US, Germany, UK, France, Germany, China, and Russia).

·       The UN Security Council will hold a briefing on the United Nations Regional Office for Central Africa (UNOCA,

·       The UN launches the Secretary-General’s Policy Brief Series - Global Digital Compact, Beyond Gross Domestic Product, and International Financial Architecture. More details can be found here.

·       The Organization for Economic Cooperation and Development (OECD) will meet in Paris.  The theme of the meeting is “Securing a Resilient Future: Shared values and global partnerships.”  Of note, US Trade Representative Katherine Tai will meet with EU Trade Commissioner Valdis Dombrovskis on the sidelines in an effort to finalize a deal aimed at promoting trade in steel and aluminum produced with lower carbon emissions.  Both sides have put a self-imposed deadline of October to reach an agreement.  It will also release its global economic outlook.

·       The 8th Annual Global Conference on Energy Efficiency begins in Paris.  The meeting brings together ministers, CEOs, and other senior leaders.

·        The UN Security Council will hold a briefing on the UN Investigative Team to Promote Accountability for Crimes committed by ISIL/Da'esh (UNITAD).

·       “Why Putin Will Use Nuclear Weapons in Ukraine” General Kevin Ryan (USA-Ret.)/Russia Matters (Harvard Belfar Center for Science and International Affairs)

The former US Military Attaché to the US Embassy in Moscow argues that as Russia’s military increasingly becomes exhausted and depleted, the risk of Russian President Vladimir Putin using tactical nuclear weapons has risen significantly. 

  

·       “How Biden could “thaw” US Relations with China” Ryan Hass/Brookings Institution

Hass is one of the foremost experts on US-China relations and the co-author of an excellent and timely new book, “US-Taiwan Relation: Will China’s Challenge Lead to Crisis.”  Hass points out in his analysis that there are a few indications that both China and the U.S. might be working their way out of their bitter moods toward each other. Both sides have resumed contact at senior levels and signaled plans to further strengthen bilateral exchanges in the weeks ahead. If it occurs, such a thaw likely will be driven by mutual self-interest. Biden has consistently emphasized the need to lower risk in the U.S.-China relationship and compete responsibly without veering into conflict.  Xi faces mounting challenges, including but not limited to softening economic growth, rising youth unemployment, mounting international wariness of China’s political economy, and simultaneous strains between China and virtually every developed economy. Washington and Beijing also share an interest in laying the groundwork for productive leader-level exchanges when Biden and Xi are together at the Group of 20 in India in September and the Asia-Pacific Economic Cooperation leaders meeting in San Francisco in November.

 

·       “1 big thing: The inflation indicator tracked by the White House” Axios Macro

Top White House economists are optimistic that sticky inflation will be increasingly less so in the coming months as rapid wage growth continues to cool. The new analysis — shared first with Axios — is part of an emerging consensus that the strong labor market is a key driver behind U.S. inflation. If that's true, the job market might have to loosen up before prices can fall to a more comfortable level.  The White House identified parts of the service economy that are particularly sensitive to wages — think day care centers, auto repair shops, casinos, and more. Others, like health insurance, aren't. Meanwhile, the Fed's preferred inflation gauge, the Personal Consumption Expenditures price index (excluding food and energy), rose 4.7% in the 12 months through April.

·       “The future of wealth and growth hangs in the balance” McKinsey Global Institute

The past two decades have generated $160 trillion in paper wealth but sluggish growth and rising inequality. What comes next?  Current tremors in the financial system may signal a shift in how the world borrows, lends, and accrues value, with a wide range of plausible long-term scenarios. We model four economic scenarios—return to a past era, higher for longer, balance sheet reset, and productivity acceleration—to understand what the future might hold for the world’s balance sheet. Three of the potential scenarios are far from ideal—two are “pick your poison,” and the third a double dose. 

 

·       “Global fertility has collapsed, with profound economic consequences” The Economist

In 2000 the world’s fertility rate was 2.7 births per woman, comfortably above the “replacement rate” of 2.1, at which a population is stable. Today it is 2.3 and falling. The largest 15 countries by GDP all have a fertility rate below the replacement rate. That includes America and much of the rich world, but also China and India, neither of which is rich but which together account for more than a third of the global population. A shrinking population creates problems. The obvious one is that it is getting harder to support the world’s pensioners. Retired folk draw on the output of the working-aged. Whereas the rich world currently has around three people between 20 and 64 years old for everyone over 65, by 2050, it will have less than two. The implications are higher taxes, later retirements, lower real returns for savers, and possibly, a government budget crisis.

America’s Strinking Birth Rate 

The Centers for Disease Control and Prevention’s National Center for Health Statistics reported this week that approximately 3.66 million babies were born in the U.S. in 2022, essentially unchanged from 2021 and 15% below the peak hit in 2007

Overall, births are well off the peak of 2007.  The government tallied about 655,000 fewer births in 2022 than the 2007 high of 4.32 million, reflecting ongoing decreases. With still-elevated deaths due in part to the latter phase of the Covid-19 pandemic, the U.S. in 2022 saw only about 385,000 more births than deaths.

The Global Week Ahead

May 28 - June 4, 2023

The coming week will be packed with several important market-moving events despite markets being closed in the US and most of Europe on Monday. First, the US Congress is expected to vote on a new debt ceiling increase package this week. 

The House of Representatives will go first on Wednesday and the Senate on Friday, beating the likely debt ceiling breach on June 5th by only a few days. But our view is there remains some risk the deal gets blown up as numerous House Republicans are making it very clear they are not happy with the agreement. As they say, it is never over until it's over.

On the geopolitical stage, the foreign ministers of the BRICS nations gather in South Africa. The meeting is a precursor to the upcoming leaders' summit in August. While trade and economic development will be the primary issue discussed, there is no doubt the foreign ministers will be wrestling with the dilemma that if Russian President Vladimir Putin shows up for the August meeting because South Africa is required under international law to arrest him per a warrant issued by the International Criminal Court. Also, this week, The Shangri-La Dialogue Asia hosted by the International Institute for Strategic Studies (IISS) begins in Singapore.  Defense ministers from the Indo-Pacific will be there. 

But we will be watching closely to see if US Defense Secretary Lloyd Austin has a sideline meeting with Chinese Defense Minister Li Shangfu – a meeting which will be seen as a significant thaw in relations between Washington and Beijing. However, Beijing has suggested there will not be a meeting since Li was sanctioned by the US in 2018 over relationships with Russia. One to watch, nonetheless. 

Two sad historical events come into focus this week: The Libyian intelligence officer who helped plant the bomb that destroyed Pam Am Flight 103 over Lockerbie, Scotland, in 1988 will finally face charges in a US Court in Washington this week. And this coming Sunday is the 34th anniversary of the clampdown and subsequent massacre in Tienmen Square 34 years ago.

On the global economic radar screen this week, markets will watch US unemployment numbers released this Friday. The Federal Reserve releases the Beige Book this week. In Europe, inflation data and labor market data will dominate the market’s attention, while ECB President Christine Lagarde gives several closely watched speeches.  China releases PMI data as evidence mounts of slower growth there.  And finally, a number of leading emerging markets will be releasing manufacturing PMIs and other important data this week.

·       IAEA chief Rafael Grossi briefs is expected to brief the UN Security Council on a plan for Zaporizhzhia nuclear plant in Ukraine.  Russia's military forces have knocked the nuclear power plant – Europe’s largest nuclear power plant – offline for the 7th time since the conflict began.

More than Words: Twitter Chatter and Financial Markets”   US Federal Reserve Board Paper

Abstract: We build a new measure of credit and financial market sentiment using Natural Language Processing on Twitter data. We find that the Twitter Financial Sentiment Index (TFSI) correlates highly with corporate bond spreads and other price- and survey-based measures of financial conditions. We document that overnight Twitter financial sentiment helps predict next-day stock market returns. Most notably, we show that the index contains information that helps forecast changes in the U.S. monetary policy stance: a deterioration in Twitter financial sentiment the day ahead of an FOMC statement release predicts the size of restrictive monetary policy shocks. Finally, we document that sentiment worsens in response to an unexpected tightening of monetary policy.

 

“Industrial policy for electric vehicle supply chains and the US-EU fight over the Inflation Reduction Act”  Peterson Institute for International Economics

Abstract: The Inflation Reduction Act (IRA) of 2022 provoked a transatlantic trade
spat. After the law was passed, the Biden administration addressed some of
the concerns raised by the European Union by writing controversial rules to implement the legislation. These regulations are expected to have complex effects that, in some instances, may offset the intended impact of other provisions in the original legislation. This paper examines how the law, its implementing regulations, policy decisions on leasing, as well as potential critical minerals agreements all, have the potential to affect the electric vehicle (EV) supply chain. The EV case study showcases the political-economic complications involved in US and EU's attempts to cooperate over clean energy transition policy to address the global externality of carbon dioxide emissions.

“Why US Tech Giants Need Africa”  Nate Allen & Nanjira Sambuli/Project Syndicate

Last year, Google’s Equiano undersea cable, which began conveying terabytes of data per second and stretches from Western Europe to South Africa and has 20 times the capacity of the previous cables that served the continent.  According to Google projections, the new cable has the potential to transform Africa’s economy by creating millions of jobs, reducing data costs by nearly 20%, and enabling a fivefold increase in internet speeds. Yet, a little over a third of Africa’s 1.4 billion people use the Internet.  US tech companies have to step up their focus and investment on the continent – and that means they must show they take local interest seriously.

 

“Empire’s Twilight? Russia Loses Support in Its Own Backyard”   Gallup

Russia’s image took a hit worldwide after it invaded Ukraine in 2022, according to a recent Gallup report, including in post-Soviet states that Russia considers part of its sphere of influence. This is quite a reversal for Moscow which sought to regain preeminence over countries that formed the Soviet Union. For President Vladimir Putin and other Russian nationalists, the idea of a “privileged” sphere of influence among post-Soviet states is crucial to the perception of Russia as a great power. In the wake of Russia’s invasion of Ukraine, its image has suffered significantly across many, but not all, post-Soviet states. Here are five key takeaways from Gallup’s 2022 data on the approval of Russia’s leadership in those countries.

The US Department of Commerce’s Entity List has Grown.  A Lot.

The list of companies on the US Commerce Department’s Entity List – a blacklist – of people and entities who US companies cannot export technology without first securing a license has grown massively in the last two years.  While Russia has been disproportionately hit by the Entity List with almost 900 entities, China and a number of countries have been hit harder, too.  China has almost 700 entities on the list now. But that does not mean a complete ban on exports to Russia or China.  In Q1 2023, the Us exported goods to Russia worth almost $2 billion (which is down 77 percent year over year).  And trade with China came in at almost $140 billion (down 20 percent year over year).  Other countries of note who show up on the Entity List – some obvious, some surprising – include Venezuela, Switzerland, Germany, Taiwan, Japan, Myanmar, Singapore, Canada, Iran, Lebanon, Netherlands, Pakistan, South Korea, Turkey, United Arab Emirates, United Kingdom, and Israel.

 

China’s Baffling Young Unemployment Problem

The Financial Times recently published a fascinating report on the unexplained and unexpected spike in youth unemployment in China.  For Chinese between the age of 16 and 24, the unemployment rate hit 20.4 percent in April and seems to be climbing – yet, the overall jobless rate fell to 56.2 percent in the same month. This is twice the US level but somewhat comparable with some European countries such as Italy and Spain.  Citing a recent Goldman Sachs study, the Times points out this is an increasingly politically sensitive issue for Beijing. 

But why is it happening?  The Goldman report suggests both cyclical and structural factors, including the impact of COVID on service sectors such as hotels and catering which tend to hire younger workers.  But the report also suggests that there may be a “misalignment of academic disciplines with business requirements.  For example, the number of graduates from vocational schools who majored in education or sports rose by more than 20 percent in 2021 vs. 2018, but the hiring demand in the education industry weakened meaningfully during the same period.”

The Global Week Ahead

May 21 - 28, 2023

This week, global markets will continue to be glued on the ongoing debt ceiling battle in Washington, D.C. Negotiations between House Republicans and the White House have become contentious (again).  President Biden is curtailing his Asian travels to return to Washington to try and hammer out a deal.  As of this writing, both sides are considerably far apart as the “X-Date” of June 1st rapidly approaches.  We will send out separate updates to clients on what we are seeing with the debt ceiling negotiations, but our overall sense is that the talks will go right down to the wire.  The big question is: Will they have enough time to pass whatever deal they hammer out and get enough support from the various Congressional factions before June 1st? 

Also, Florida Governor Ron DeSantis is expected to announce his presidential candidacy this week.  Senator Tim Scott (R-SC) filed paperwork this past Friday and is expected to announce his intention to run for the presidency this week.

Elsewhere, APEC is holding high-level meetings in Detroit this week, and we will be watching carefully as U.S. Commerce Secretary Gina Raimondo and U.S. Trade Representative Katherine Tai are expected to have sideline conversations with Chinese Commerce Minister Wang Wentao.  If this meeting takes place, markets should see it as a positive move which will likely lead to more high-level bilateral discussions between Washington and Beijing.

On the global economic and financial front, the European Central Bank celebrates its 25th anniversary this week.  Regarding key data being reported this week, we look forward to reading the Federal Reserve’s Open Markets Committee minutes which will be released on Wednesday.  Hopefully, it will give investors a sense if there is more upside in rate increases or if the Fed is finished (for now). 

We will also look at global PMIs coming out this week and US PCE to understand whether inflation is under control and where the global economy is going in the months ahead.
